pre-tbc shaman and paladin question

Well I was wondering since Death Knights have to be rolled after the TBC content does this also mean that when we go horde we won't be allowed to have paladins untill we reach TBC and when we go alliance no shamans untill we reach TBC or are we not doing that? (not rolling any of the 2 classes just curious 
)

Actually you could be a Tauren paladin if we roll Horde ...
